When stitches are pasted into an embroidery they are automatically selected and Box Select is activated. The block is attached to the last stitch, unless Insert Mode 
is on (highlighted) and a stitch is selected, so that the block will be attached to the selected stitch.
If a block is already selected, the newly pasted block is added to the end of the embroidery.
